Pagans reckon the days from sundown to sundown, so The eve before the day is still the day to them. All Hallows Eve is the beginning of All Soul's Day (same thing).

Some people say Oct 30 is Devil's night, but I can't imagine why. There's no reason for it.

October 30th. Just as Christmas Eve is December 24th. It is the evening before Halloween.
