Sounds like your haveing a cold start. Make sure you have the correct oil and if you haven't changed it in a while have it changed. Have you ever changed the plugs, wires, and such ? last but not least the thermostate my be stuck open. The thermostat is suppose to close when the engine is cool allowing for it to be able to start and run easier in cold weather then as the engine warms it opens to allow coolant to flow and keep the engine from over heating.

You might try kicking the throttle a couple of times before cranking the Engine. It sounds like your settings are too lean, that could be caused by a faulty Oxygen sensor. If the Check Engine light does not come on, It may be that the Engine just does not have enough compression. It would be helpful to know the mileage of the vehicle. Testing the Compression is an easy matter, Gages are available at all parts stores. Also a Vacuum test should be made, I think it would be low. I suggest you get one of those over the counter service manuals if you plan to work on your own vehicle.

Spend $70 on a basic OBDII reader.
96 4runners still had carburators. You probably just have a bad choke.
