You can, inside the spaceship and if you are ready to deal with the smell for years (no windows to ventilate). However, there is a lot of oxygen around so it may be considered a very serious fire hazard

No you can't smoke.....because space is a vacuum, meaning it does not have air whatsoever, which is also why standard jet engines don't work in space, they have to use rockets which supply all of the necessary elements (Oxygen,Fuel) needed to produce thrust. Same thing with an internal combustion engine, which not only requires Gasoline, but also OXYGEN to produce a combustion. *You can smoke in space as long as you provide the oxygen needed.

In New Zealand, you have to smoke in outer space - you cannot smoke in bars, cafes, restaurants, hotels, rental apartments, etc, etc
One day the rest of the world will catch up.

Well I will disappoint you but you cannot! To burn something the number one fuel you need is oxygen. In outer space there isn't any! So if you ever go there.... QUIT SMOKING!

Step out of my space craft and you have my permission
to smoke all you want. I suspect you will have a rather
hard time keeping your cigarette lit, and an even harder
time inhaling. Visualize striking matches forever with no success. Imagine having all of your insides rush out
when you open your mouth.

If you can, the smoke police will track you down and get on your nerves, thus making you want to smoke more and pay more taxes to keep the smoke police busy working.

You should be able to smoke in any environment that supports human life , but they don't offer smoking seats on the Space Shuttle or have smoking sections on the International Space Lab. So, you won't become one of the 3,000 people who they think die in the U.S from 2nd hand smoke each year as long as you stay in space. They probably won't ever have enough food for you to become obese and one of the 112,000 people who die from it each year. You also won't have to worry about becoming one of 40,000 people who die in traffic accidents or 18,000 people in LA who die from smog each year. So, initially, it appears to be a safer place.
But, hold on. They will have doctors in space and they accidentally kill 120,000 people each year adding to 102,000 people who die from improperly administered drugs that they prescribe. They also will eventually serve alcoholic beverages in space and you could still become one of 10,000,000 alcoholics and one of 100,000 people who die from it each year. Add to that, the much higher number of deaths per shuttle driver than deaths per car driver (.00028) and it may not be so safe after all.

In order for substances to burn, they need oxygen. There is no oxygen in outer space. No oxygen, no smoking.

well i would not recommend you do this in a space suit, or on a space station. since air is necessary for this function. so no you cannot burn garbage in a vaccum, without an accelerant.
