The only thing you can do is give her time. Everyone has their own timeline in relationships. She may have some past relationship issues that have molded her into what she is today - cautious.
Just enjoy her company and eventually something will happen - she will commit to you or she will leave.

Find out why she is scared to commit to a relationship and then prove to her that you are none of those things/wont do those things to her. And give her some time. You cant make her change her mind but you can make her see why she would want to.

Don't rush her. It clear she's not jumping into anything right now. Just be there for her and be a friend. If and when she's ready she'll make a commitment eventually.

She's probably been burned really bad. Its hard to commit when someone hurt you really bad.. The only thing that will help is time and allowing her to trust you. She'll come around

If you really want her you have to be patient. Some girls need a little time. If you try to push her into it then it will make her run for the hills!!!! :) If she really thinks your a great guy then she will come around.
