You didn't say which "baffle" on your CRF230... There are a couple of baffles meant to limit sound output, plus the spart arrestor core in the muffler which many people refer to as a baffle. Removing the intake baffle (under the seat) or small baffle on the end of the exhaust will do little to improve performance (if anything) and will increase the noise your bike makes. It is very unlikely that removing them will "hurt" your bike, though it will probably run a bit leaner than it came from the dealership and you should re-jet it.
Removing the spark arrestor core from your muffler will make your bike louder, will likely hurt performance (contrary to what people think) and could potentially hurt your bike as it affects back-pressure and maintaining normal engine temperature. Leave the spark arrestor/muffler core alone.
If you feel you must remove the intake and exhaust tip baffles to get the extra bit of performance, make sure you rejet the bike to richen it up a bit (which will probably be the greater source of performance boost).

If it's a 2 stroke, especially.
you may or may not get improved performance without the baffle.
It may sound cool.
The back pressure in the exhaust that's created by the baffle is important in keeping your cylinder head, exhaust port and valves
from getting overheated or burned up.
You probably would be sacrificing long-term reliability of the engine
for a cool-sounding bike that might go a teeny bit faster than it did before. The bike will go faster in any direction - winners' circle or junkyard. if you were heading to the winner's circle anyway, you should be able to go there without removing the baffle.

It will reduce backpressure, lose horsepower, and generally annoy anyone around you. Also, most baffles have a built-in spark arrestor that help prevent fires offroad.
Leave it in or by a new silencer for your stock exhaust pipe.

Yes. Especially if an irate neighbor takes a sledgehammer to it because of the noise. It also detunes the hell out of a 2 stroke.

Yes. It makes so much noise that people complain and bikes are banned in offroad areas. It destroys your dirt bike.
As the saying goes, "less sound, more ground".
