Birth rate is always measured per 1000 inhabitants. Therefore you'd get the total population of the country and divide it by 1000 and write it down. Lets call that number X. If you wanted the birth rate you'd get the total number of births then divide it by X. This would give you the birth rate of that country per 100 inhabitants and allow you to make comparisons between countries.

to find birth rate, you need to divide the number of new borns( in a year) on the entire population and multiply it by 1000, the unit will be: "per mille"; or by 100, the unit will be "percent %".you do the same thing to find death rate (you divide number of deaths in one year...
The official birth and death rates aren't always a direct result of statistics (using the above formula), but usually predictions.
