In the past such gimicks began after winning a King of the Ring tournament, but there hasn't been one of those in the WWE in years. So why and when did Booker start dressing and speaking like some stuck up British royalty? Is he being possessed by William Regal or something?

He won the King Of the Ring. He stated in an interview that if he won the King Of the Ring he would legally change his name.

Right after the King of the Ring Finals at Judgemant Day back in May. After he won, he was crowned King Booker five nights later on Smackdown.
