According to Houghton Mifflin:

If you search on ["actions speak louder than words" idiom], you will find many entries in dictionaries, etc.; however, if you search on ["action speaks louder than words" idiom], you find few, and most of them are private (non-educational?) websites. So, I think the vote goes to "Actions".

I think is would be "Actions speak" . Have you ever the saying, "actions speak louder than words?"

Both are grammatically correct and can be used with the rest of the expression "louder than words".

I don't think "action speaks" is grammatically correct. I've always known it to be "actions speak".
