Both music AND art? The New School for Social Research (which has both Parson's School of Design and Mannes Conservatory attached): NYC. Tufts University (which has affiliations with the School of Museum of Fine Arts and either the New England Conservatory or the Boston Conservatory): Boston. Smith College: Massachusetts. Boston University. North Carolina School of the Arts. U MIchigan Ann Arbor, University of Rochester (excellent art programs, plus a very elite music school - Eastman). These schools are very, very strong in both music and art.

In general, though, most schools will be strong in one or the other, not both. And that sort of idea applies within the disciplines as well. So, you mentioned music - what sort of music are we talking? Do you sing? Play a specific instrument? Compose? Do you want to be a music teacher, a performer in a symphony, or a performer in a rock band? For example, you want to be a rock and roller? Berklee. You want classical performance? Eastman or Julliard. You want classical composition? Harvard.

The choice of school will depend on your answers, but I can give you a general idea for the top schools in music and in fine arts.

The best, most elite music schools:

Julliard (NYC)
Oberlin (Ohio)
Berklee College of Music (for jazz and rock, not classical) (Boston)
New England Conservatory (Boston)
Eastman (Rochester, NY)
Mannes (NYC)
Rice (Texas)
Lawrence (Wisconsin)
U Michigan (Ann Arbor)
U Indiana

The best, most elite art schools:

Rhode Island School of Design
The Art Institute of Chicago
N. Carolina School of the Arts
School of Visual Arts (NYC)
Parsons (NYC)
Ringling School of Art and Design (Florida)
Art Center College of Design (California)
California Institute of the Arts
Carnegie Mellon (exp. computer arts) (Pittsburgh)
New York University (exp. film)
UCLA (film only, not art in general)
Syracuse (New York)

You also need to think about what sort of school you want. Do you want a conservatory, like RISD, or a more general university that also has a great art program, like Syracuse?

For fine art, I'd also call your attention to the Cooper Union, in NYC. If you can get in - and that's a HUGE "if" - it's free.

I hope these help you get started. Check into those that interest you, see if you can narrow down your choices. And good luck!

For music and art, if you're looking for a nice size private college that isn't too stuffy and is in a great locale, check out Columbia College it's in Chicago. Some people know it because it used to be like the top Communications school, but now it's really expanded and its a GREAT school for the arts
