Screen saver on your phone?

Go into file manager, find the photo, press OPTIONS and then select "SET AS > MAIN DISPLAY"

This is how I do it on a Samsung E720. As far as I know the software is pretty similar.

Yes if your PC and phone are bluetooth enabled.
