They're in a way the same yet very different, Vice city stories takes place in Vice City, the exact same place as GTA Vice City PS2, but instead of the same year or timeline, Vice City stories happened a few years before the PS2 Vice City occured, so some buildings that you recognize in the PS2 game would still be under construction in the upcoming PSP game
the Soundtrack would be a little "older" compared to Vice City, so would everything be, like the fashion or car models
and of course, the story would be totally different with definitely new characters, missions and those sorts

No. It's just more of the same thing, in case you didn't get enough the first time around. Just like GTA Liberty City Stories is NOT the same as GTA 3. (Which takes place in Liberty City.)

I believe it is the same. There may be a few changes here and there, but for the most part they are both the same. The graphics for PS2 are much better though. Don't expect this game to be anything like GTA: San Andreas.

Same map, different missions. They're just trying to juice all they can out of those games. Next, I'm sure, will be San Andreas Stories.
