I'm guessing you've seen many of the mainstream horror films. Here are some you might like:
*The Haunting ( classic ghost story heavy on atmosphere)
*Halloween (visceral and tense)
*Black Christmas (really frightening )
*A Tale of Two Sisters (beautiful, yet creepy)
*The Eye (tense and unnerving)
*The Descent (a strong mix of tension and claustrophobia)
*The Texas Chainsaw Massacre (not that gory as you might think, but extremely disturbing)
*Suspiria (puts the gore in goregous)
*Night of the Living Dead (the grandaddy of all zombie films)
*Carrie (sad and angst-filled)
*Psycho (Hitchcick's greatest masterpiece)
*Jaws (the ocean will never look the same again)

You're exactly right, most horror films really aren't scary. I've been a big horror movie fan for many, many years and so far have only come across 4 with the power to terrify. They are:
THE EXORCIST(1973) [but not good for repeat viewings]; BLOOD ON SATAN'S CLAW(British, 1970); DEEP RED(Italian, 1976); and OTSUYU(Japanese, 1997) aka The Haunted Lantern. None of there are gory or gross, except of course a scene or 2 in "The Exorcist".

Well i am pretty sure you saw some of the ones i will say but here are the ones i liked. 6Th Sense, The Others, Ghost Ship (not too scary but i liked the plot), Scream (the first one ), American Psycho, The Silence of teh Lambs and SEven. Some may be more thrill than scare but al this i think are good.

I tend to like gory movies so I don't know how many of these you'll like but some good movies, in my book anyway, are:
House of 1,000 Corpses
The Devil's Rejects
Hostel
Saw
Cabin Fever (love the gore factor mostly)
Not so gory, but scary in their own way:
The Exorcism of Emily Rose
The Exorcist
Scream (First one only)
Wrong Turn
Anything with Freddy Krueger, Jason Voorhes or Michael Meyers is always good too.

go for foreign films, i find a lot of them to be more original and scarier. it also depends if you looking for gory scary or like thriller scary. house of a 1000 corpses seemed pretty good, and i heard the audition (this japanese film) was pretty great.

i like the excellent is the unique one, frightening action picture a million... it is so humorous as hell... however the worst could surely be frightening action picture 3, the action picture grew to become right into a million hour 20 minutes yet then I felt so quickly that it extremely is merely like 40 minutes of filming...
