No. As a matter of fact, the lesser-developed countries contribute far more to environmental destruction because most of them have no environmental restrictions in place. SEE: INDONESIA

Really, two different answers.

The big industrial powers are the ones that created most of the world's toxic contamination. These are the powers that develope industries in the earliest years. As these processed developed, they became more efficiant and less wasteful.

As efficiancey increased, and demand made these efficiant processes profitable, the powers were able to eventually affort to make the processes cleaner and less damaging to the environment. Laws were created to ensure that this trend towards cleaner process continue. The result being that the largest industrial powers are no longer the worst polluters.

Now, more and more nations area becoming industrialized, in order to help their own balance of trade. (make more stuff for themselves, need to buy less from other countries, make enouth to actually export (sell) to other countries)

Problem is that these nations feel the need to industrialize quickly and cheaply. Quick and cheap usually means dirty. These powers won't pay for chiminy scrubbers, toxic waste treatment plants and other clean technologies. This new industrualization is world wide and now, the worst polluters are the second and third world nations.

To get THEM to clean up, it has to make economic sense. That means that the rest of the world has to want to buy products from them in quantities, and at enough profit for them to be able to clean their acts up. Economic sanctions are one way. ("We won't buy your electronics unless you stop dumping you toxic waste in the ocean.") Fairer trade agreements are another. ("We will buy your bananas if you will buy our ecology friendly irrigation systems.")
