Why not make it a trashy 20 presents, go to the dollar store and load up on the most ridiculous goddy ugly gifts you can find, then tell as you know his tastes you found the perfect gifts. Then tell him you have a very special gift and give him a real nice gift number 21 , some thing he has been looking at for a while.

1. Wrap up your last rolo in foil!
2. Get an empty Jack Daniels bottle and attach a note round the neck saying 'Started you saving for our trip to America' drop in a 1p.
3. A lock of your hair in a matchbox.
4. A framed photo of you both together.
5. A poem or letter from you saying what he means to you.
6. A bottle of his favourite drink.
7. A key of the door - preferably yours!
8. Dedicate a song to him at your local.
9. Ask his mates for the stuff they 'borrowed' back.
10. Arrange a night out for him with his mates.
11. Bake him a cake.
12. Stop being late.
13. Buy yourself a nice outfit for him to unwrap you later.
14. Buy him sexy aftershave.
15. Try to get along with his relatives.

Sweetheart you don't need to buy your partner 21 presents you need to buy him one present that really means something to him like last year for my birthday my friend mede me a photoframe with a picture of my brother Micheal in it!
Now my brother passed away two years ago and that was the best present anyone could ever of gave me!
You want to know why?
Its because it meant something he really thought of me when he thought about my present not just the price so you have to think what Is your partner really into or has a special memory of you'd like to frame?

Depends on how much money you've got but i'd say get a couple of bigger presents that you know he wants or that he'd like and then get smaller cheaper one's to make up the 21. eg. socks, boxer shorts, after shave, chocolate boobies, vouchers, t-shirt, bottle of wine or favourite drink, 21st key ( which you can buy boxed from most card shops) etc etc.
