There are certain laws that collectors have to abide by, especially if it is a third party collection agency. (Like when they can call you, how many times a day, if they can call at work, etc...) Look up www.debtdynamics.com/laws_collections for more info.
The best thing to do is to write them a cease and desist letter telling them not to call you, but that doesn't mean that you get out of paying the debt. Legally, they can take you to court and garnish your wages. Just depends on how aggressive they are.

Each state has laws that govern debt collection. They are allowed to take certain steps to collect money owed to them. You should try to work out a payment plan with the doctor/clinic/hospital or whatever that you owe money to. What you consider harassment may be simply be trying to collect a payment due for services rendered. I worked collection and is not fun for anyone.

Harrassment is illegal everywhere- they cannot call before 8 am or after 9 pm- and the number of times per day - I believe is limited to one- D
