The tone they use is a cry for help. They have an issue, and can't resolve it by themselves. It's something that has worked for them in the past (whining for attention or for help), so they continue using that method of asking for help. Others shouldn't take whining as such a social negative, but turn to them and ask them to rephrase it without the attitude.
