In general, XXX State University is never as good as The University of XXX. Colorado is no exception. Colorado State is a respectible third tier university -- but is not nearly as good a The University of Colorado. You can get a good education there. But there are a couple hundred universities in the country where you could do better.

If you're a resident of Colorado, look into going to the University of Wyoming. UW is not much further north than CSU (about 60 miles). Also, out-of-state tuition at UW is cheaper than in-state tuition at CU or CSU.
Academically, there isn't much difference between CU, CSU, or UW for undergraduate programs. I know a lot of graduates from all three schools. Their undergraduate programs are relatively the same.
One more key thing. The state of Colorado is in a budget cruch and they have reduced their funding to institutions of higher learning, forcing tuition to raise the last couple of years. The state of Wyoming has excess money and actually lowered tuition this last year.
My advice...
For undergraduate programs, you're going to get the same basic education at any school as long as they're accredited. Go somewhere where you'll feel at home and where you won't get yourself into a ton of debt. There's nothing worse than starting off your career after college being down $30,000 because of college loans.

It smells like pee in the dorms there. I go to the University of Denver. You should look into it. Of course, it is a rich school with snotty people, so scholarship students like me tend to get stared at, but otherwise, you get small classes and mandatory office hours.
