Dr. Scholl's makes a gel insert with adhesive on the bottom...It glues right in to your dress shoe.
I found these at my local drug store.

scholl do foot pads, which are like jelly, and they are soled in the shoe stores and also in boots, marks and spencers also does their own brand range, and they are sold in the beauty section, good luck
