Okay, I'm writing an essay on the legalization of casino gambling, and whether the government should support and generate revenue from it. I'm trying to say that the endorsement of casino gambling goes against everything the government stands for - against its very _________________. And that's where I have a brain cramp... it's not 'mantra', it's not 'mission statement'...but it's LIKE that.... HELP!! My vocabulary is failing me....

Fiber ? As in fiber of being.
FYI - Casino gambling is legal on Indian reservations in Arizona and they make a lot of money at it with no issues resulting. No increased crime, etc. In fact, it improved their communities because it provided jobs and gave the people a way to stay on the land and not just drink & smoke all day. Of course, their culture is more grounded and respectful than the typical US community.
