Apart from them all being retarded, is there actually a reason for this bizarre fashion?

Are you saying they walk with their hands in their trouser pockets, or inserted below the waistband of their breeks? If it is in trouser pockets, this is nothing new. If it is below the waistband, then can you define whether their hands are inside or outside of their underwear? Are their hands operating over the genital, perineal and/or rectal regions? Are the 'chavs' male, female, or what?
This being said, people who are today labelled as 'chavs' are a manifestation of a type who have existed for centuries - witness 'Gin Lane' - an artwork by Hogarth. The sad fact is, that Hogarth's exposure of the depredations of the chav class led to some of the first major social reforms in this country. Today, some sections of the media emblazon from the great luminary of the universe (James Joyce), the total acceptance, espousal and encouragement of chav 'culture'.

They maybe immitating their football heroes who do the same?
To stretch the elastic away from their skin and keep a gap between them and their trackies or shellsuits which may not have pockets, gotta keep the hands somewhere i suppose.

I live in London and this is very popular among black teenage boys too! I think people who do it think that it makes them look cool. It's just stupid though. How is it cool to look like you are playing with yourself??!!

I was asking myself the same question the other day. I suspected that they are wearing tracksuits that have no pockets. I could be wrong.
