It could be! Lots of famous people do voice-over work.
Or, someone who sounds a little like him could be doing it - not saying he is John Goodman, but that kind of voice has a reassuring quality.
Look up a bio of Goodman on the internet. See if they mention voice-overs.

It is John Goodman. I saw him in the DFW airport once, and he was the sweatiest person that I have ever seen outside of the gym. :)
