That would be..."The Flintstones" Hanna-Barbera cartoon from the late 60's, with characters based on characters from the show the Honeymooners. The "charghe it" line was usually spoken by Betty Rubbble and Wilma Flintstone just before going on a shopping binge, usually for things they shoudln't get, didn't need, and coulen't afford. It was sort of a running gag and a social commentary of the time on women's spending habbits along with jokes about mother-in-laws and stingey bosses. Classic animation. Still runs on cartoon network's companion channel Boomerang.
