The traditional way is "To whom it may concern." This is in the letter itself.
On the envelope, you have no choice but to just use the id# and po box. They can't expect anymore than they gave you.

If you are replying to a internet posting or newspaper add--just address the cover letter with the date and Dear Hiring Manager:

Just write it like how would you write any cover letter. Explain why you are interested & qualifed for the position and send it to the Id box. Since you can't follow up, then you just have to wait unitl they call you.

Put "Selection Committee," the ID, and address at the top along with the job title and address it Dear Sir or Madam or To the selection committee.
