You can do that in the BIOS. When you boot your computer up hit Del or Esc or possibly F1. It normally will say hit this key to enter setup or to enter BIOS. In the Bios you will need to find the section that says to something about Memory. You can clock your RAM down somewhere in this section.

You may or may not be able to do that. Some motherboards allow you to set the bus speed for RAM, either directly or as a factor of the main bus speed. Others set the bus speed based on the RAM stick itself and that cannot be changed.

Even if you can change the bus speed, you should be prepared for possible system instability. Some sticks don't like to be run at the wrong speed. If it does run keep in mind that you may slow your system down significantly.

If an application demands that, it's exceedingly poorly written or older than dirt. Get an update from the publisher.

The bus speed on the RAM is the maximum. Simply install it, it will work on most computers. If you have a popular branded computer you may have problems, sometimes the RAM is designed specifically for that motherboard (type, manufacturer, etc)
