In very cold climates, foundations must be taken down below the frost line or the foundation may heave (move up or down) due to frozen water underneath the foundation. Frost can reach down as far as 7 or 8 feet in some locations.

Once this is done, there is a "box" created and it makes a very useful location for hot water heaters, HVAC units, laundry rooms and other useful space.

In milder climates, the foundation many times consists of a simple concrete slab and there is little economic incentive to have a basement. Many places they can be installed if the homeowner wants to pay for one.

Oil Field Trash has the correct answer. To build a basement would be cost prohibitive if it was not to serve the purpose of getting below the frost line.

its the cheapest way to double the floor space of a house. the foundation has to be dug and poured any way, why not spend another $15 a square foot and have a basement?

Another reason is for the plumbing. It is easier to repair if you have a basement

storage. rec room. in this area, place to go in case of tornado. place for extra rooms and people. laundry room. cat litter boxes. freezers and furnaces.
