I already have a domain and hosting, but I'd like to find a service that will register another domain name for a one time fee, not yearly or any of that stuff. This is just for a project, I'd like to try and point the domain at a free hosting website's (already have one) servers.

No can do, you can only register it yearly or for every 2 years depending on the domain. You can always register the number of years you want the domain for up front.

go daddy and 123 reg are the popular ones

You can register a domain name for up to 10 years in advance (the maximum allowed by ICANN), and many registrars will give you a discount for those longer terms.

If your free hosting doesn't offer DNS, most of the major domain registrars let you use their own servers now and may even offer redirect/forwarding services if that free hosting doesn't really allow your own domain name.

Domain registrations are on an annual basis. That's the way that the system works.
