Yes, they can but it has a high cost and I imagine it's pretty much an "iffy" situation. I imagine there would be a lot of scar tissue that could affect the tubes ability to carry an egg down to the uterus...
Vasectomies are MUCH easier to reverse which is part of the reason why I always suggest to couples that are wanting some method of surgical sterilization to go this route instead of a tubal...

Yes, and when I asked about it, they said the procedure alone was $5000 never mind the actual hospital stay and after all the expenses, the doctor's said I had a 25% chance of pregnancy. Not much of a chance for the money it would of cost me. Either adopt or do the test tube. At least you are guaranteed a child that way.

Tubal ligations should be thought of as permanent... Yes, they can be undone but it's expensive and most Dr.'s won't agree to perform the surgery.

It depends on how they did it. When I had mine in 1981, they told me that the tubes were "banded", constricted, so that could probably be reversed, in theory. Not that I would want to. But if the tubes were actually severed--or cauterized, as someone said--it's pretty unlikely.
