I dress like a preppy all the time and i do not pay attention to what others think if i am comfortable dressing like a preppy that's all that counts

It sounds like she is afraid of the competiton. She didn't invent the look for God's sake so she can't be mad if other girls dress that way! Just ignore her comments or give her a look that says "why do you care?"

just try to dress better then her or try to be her friend if not
get your own friends to dress preppy too :)

not since high school, people are not used to change, so the only way to deal with it is to make fun of it. people are stupid sometimes
