My husband accepted a job in another state but now I have decided I can't move. Are there legal ramifications if he now turns down the job after the physical and etc?

Some would say it is unethical to decline a job offer after you have already accepted; however, there are cases in which this has been done and people have survived. :)

Your husband might be legally bound to pay the cost of the physical and anything else the company paid for their hiring costs. The last link provides a proper letter to send to the would be employer.

I believe if he is absolutely sure that he will not accept this job, he needs to notify them asap. You do know that your decision that "you can't" move, might hurt his career on down the line. If it is a good opportunity for him, I suggest you suck it up and move. This company will have a record of him turning down the job after his physical and he will probably not get another chance with them. If you can't move because you cannot move away from friends and family, remember that there is always the internet and telephone to keep in touch and you can always come for vacations.

If he hasn't received any compensation, I don't think so. If he is certain, then he needs to talk to HR manager. I'm sure they will understand.
