This site will make a map of the sky, including the positions of all planets, for any date and time. It includes a table of R.A. and DEC at the bottom of each map. But it does not give one table of DEC covering 20-30 years. I don't know of anyplace where that would be available.

if you need precise declnintions, then you won't find it for 20-30 years, because the movement o planet is pertubed, real ephemeris differ from the predicted ones. but if you don't need great precision you can use a good book:
