No you don't ask him out. You start a conversation with him and find out if he has a girlfriend. If he doesn't then you hint that he should ask you out.
Is he still standing by you or did you let your opportunity pass you by while you asked for our advice?
The type of eyes I melt over are sexy female eyes.

dont straight up ask him out. just be like so, do you have a gf/bf? and he be like no. then you go **** in his car, and you get pregnant and then he leaves and you are forced to raise the child alone, because he left teh country.

it wont hurt to ask...
but if you can, just watch him or something for a day if you see him at work/school and see how he interacts with other women.
Also alot of people have a myspace/facebook/xanga thing so if you know he has one of those, relationship status is sometimes on there.
