you can't get the name or address associated with the IP address unless it goes so far that your governing law enforcement agency subpoena those details from the persons ISP. which is very unlikely in the first place unless you're a company or government organisation and the person has actually committed a serious crime against you or your PC.

many many many remote computers will contact your computer frequently while it is online for many reasons, it may be that you've software installed which is 'phoning home' and the IP address you see is the software company's server replying to your PC.

or it could be an infected computer somewhere on the internet scanning for other potential victims by trying to look for holes in a large range of random IP addresses.

the chances of it being a single individual trying to hack you are fairly slim even if it is the same IP address all the time.

even if the incoming packets are malicious then as long as your computer IS blocking them i wouldn't worry about it.

EDIT: if they're different IP addresses everytime, how do you know they're the same PC? as i said above it is semi-normal traffic from many computers, not one individual trying to get into your pc. it's the same for everyone.

my firewall picks up dozens and dozens of attempted connections every day from dozens and dozens of different IP addresses - if it *was* the same PC they'd have to be stupid to continously try to access your/my computer when it's obvious that the incoming traffic is being blocked.

it's worth noting also that by just connecting to your computer they wouldn't be breaking the law - after all that's how networking works - no connections, no internet.

From a command prompt, type tracert xxx.xxx.xxx.xxx (x's are the IP address). That will trace the route from you to them. You can use the IP information on each "hop" to find who the provider is. Each step will get you closer and closer to them physically. If it's a home user, you probably won't get a street address. But if the last "hop" is an IP address registered to a particular business (not an ISP), then any phone book will give you an address.

Find out who the IP address belongs to using TRACEROUTE or a similar utility. Let's say it's a Roadrunner address. You'd send your complaint to abuse@rr.com. If it's an AOL address, complain to abuse@aol.com. Usually abuse@domainname.com will work for almost any ISP.

You can't get their street address without a court order.

The easiest way to prevent this kind of thing is to buy a router. You can get one for less than fifty bucks if you watch the sales.
