Something got lost somewhere. The Ottoman empire was based on the old Byzantine empire, Constantine's Eastern Roman empire. It centers on what is called Turkey today. Russia is close, but separate and to the north. The Russians had to fight the Ottoman Turks often.

Spain and England are almost poles apart, being on the opposite side of europe. The Netherlands is between England and that part of modern-day Germany that was Prussia. Italy and France were also distinctly apart from the Ottomans, but the closest thing other than Russia was Austria. The Austrians fought some pivotal battles that stemmed the Islamic tide of invasion from the Turkish direction at a couple of points as well.

Read your instructions again, something is missing.

Toynbee's study of history showed few empires are destroyed from the outside. The Aztecs are one of the few to have this fate. The Holy Roman Empire, he felt, was never unified enough to qualify, and Napoleon merely gave it the final kick. The USA may go the way of Rome, converting itself from a Republic to some other form of governance, perhaps a military dictatorship, or a sham republic. Certainly, having a President who is the son of a previous president, and a prospective president who was the spouse of a president look to me like signs of a sham republic. The introduction of technology certainly complicates the picture. I cannot see a war to take over, as happened repeatedly in many earlier empires, with the existence of nuclear weapons. America has managed to renew itself several times, thanks to the existence of a frontier. Perhaps the opening of a new frontier on the Moon will preserve the American republic for an extra century or two. Ultimately, entropy wins.

Turkey.

none of your choices properly match.

The Ottomans did invade into Russia and into the Austria-Hungary Empire, but were "from" neither of those.
