I was going to say "waste management" like it's a trick question, but it sounds like that costs more than 8 billion.

it is being wasted for the support of illegitimate state of Israel. tom morrow is the last Friday of month of holy Ramadan and all of the right people will go to the main streets and will have the slogan of down with the Israel and long live freedom

It could be any - or all - of these things:
a) illegal and unconstitutional wars against other sovereign nations that in no way threatened, provoked, or attacked the United States of America;
b) building a 'wall' to keep illegal aliens out of the country, which
can easily be scaled, blown to bits, tunneled under, or driven through pretty much at will;
c) the interest and debt we'll all be paying off for generations due to the $1.27 TRIILLION Bush has already squandered on his "war" in Iraq;
d) lavish retirement pensions, medical and health benefits, and
outrageous salaries for their pompous elected officials;
e) an impotent, inept Department of Homeland Security;
f) "low prices - everyday" at WalMart for junk they don't even need;
g) government waste, fraud, and corruption;
h) transportation on AirForce One for an evil, incompetent, completely clueless, useless, worthless, impotent, contemptible U.S President who has killed and injured 655,000 Iraqis and 22,000 U.S. soldiers just because he has a personal vendetta against Saddam Hussein and because Dick Cheney wants all that OIL swimming underneath Iraq's sands;
i) 'pork' legislation for powerful Congressmen who want to stay in office by impressing their constituents;
j) unfair Social Security payments to people who are not poor, destitute, or in need of a Social Security check, but take it just because they believe they've "paid into it" and "deserve it" (by the way, these are the same wealthy individuals who believe welfare and social assistance or entitlement programs for the poor, aged, sick, disabled, hungry and homeless should be abolished);
k) politically-motivated 'investigations' that only serve to 'settle a score' with political opponents;
l) obscene 'overruns' and 'cost adjustments' to the huge U.S. military-industrial complex which keeps us mired in war just so it can maintain its high profitability;
m) corporate welfare programs that give tax breaks, incentives, and taxpayers' money to rich corporations for ludicrous - and all too often, stupid - reasons;
n) construction projects (such as Boston's thruway project) that is rift with fraud, corruption, and incompetency;
o) politicians' 'pet projects' such as renaming streets, Interstate highways, bridges, federal buildings, and other sites for former presidents or members of Congress at a cost of billions of aollars to U.S. taxpayers;
p) financial aid to allies - and foes - as nothing more than pure bribery to try and keep these nations 'happy' as long as they serve some purpose to the U.S. national interests;
q) 'development' fees for idiotic projects ranging from 'star wars' inter-gallactic weapons to tea-tastings;
r) incompetent, corruptive, impotent, stupid useless 'military intelligence';
s) secret CIA prisons designed to thwart the Constitution and take the law of our land into the Bush administration's hands;
t) outlandish waste of taxpayers' money on lavish parties and entertaining of diplomats and heads of state from other nations;
u) storage of thousands of unused military aircraft, helicopters, tanks, and other weaponry left to corrode in the Arizona desert;
v) torturing of Iraqi citizens for no justifiable reasons;
w) flying five-star generals and other military brass between Iraq and the Pentagon just because they think they're important;
x) the complete disregard for environmental and ecological issues such as global warming and the ozone layer, which will only cost U.S. taxpayers much more in years to come due to the Bush administration's grotesque negligence of these issues;
y) poorly planned and disastrously implemented education, welfare, health and social programs that should be the stalwart and standard of our society;
z) construction of the world's largest embassy on a 104-acre site in downtown Baghdad, even though the Bush administration claims we'll leave Iraq by 2009;

I'd list more, but you get the drift.......eight billion dollars is nothing to a government that pisses money away like water. As one insightful Congressman once said, "A billion here, a billion there...all of a sudden it adds up to real money!" -RKO-
