I'm actually studying the necessity for a government and laws at uni at the moment. Basically, the idea is that it is natural for human beings to have a government and laws (or rules) to abide by, as we all have the common goal of wanting to protect our survival. Therefore, without laws we would be overcome with self-interest, i.e. everybody would be out to get what they want.

If you think back to biblical times, God used the ten commandments to form order. He said Love thy neighbour as thyself. This is the basis to the formation of government and laws, as only laws are able to impose this idea. If this idea were not imposed, we would treat others as we wished - we would use them, we would kill the people we don't like, we would steal everything we could, but the law tries to enforce the idea that something that we would not wish upon ourselves (i.e. treat your neighbour as you would wish to be treated) is morally wrong and is a punishable offence.

Basically, without the existence of laws, our world would be a world of self-interest, crime would be rife, and the sanctity of life would be ignored. However, it may be interesting to think about what that kind of world would be like. If this is an assignment of some kind, you might get extra points for considering that perhaps this is the kind of world that wild animals live in - they hunt for food, they kill, the are all about their own survival - they have complete self-interest.

Because many people cannot live a reasonable life.

Also, we need to be controlled by others, in fact we positively crave it.

Laws give us structure in our life.

If we had no laws, what would Solicitors do, beside acting?.
