As much as i would love to say go beat the living s#*t out of the kid.. you cant! I can relate first hand experience on what its like from his point of view. For the longest time when I was a little boy I had the same problem. My parents intervened and it only made things worse. The kid would get in trouble and then take it out on me later only now he had more things to tease with, and also armed with more anger. I listened to my parents to "ignore him", and walk away, that didn't work either. A persistent bully will follow and resort to more aggressive ways to get your attention.
I had to learn myself that the only way to make a bully go away, is make him want to leave you alone voluntarily. Basically i had to grow a pair and stand up to him. this took a long time for me do because he was much bigger than me. eventually when i had about enough i let him have it, and he and the rest of his followers never bothered me again.
Unfortunately for you, its a very hard thing to watch. you need to teach him to stand up for himself, and as well, HOW to stand up for himself. Do it early PLEASE

Absolutely there is something you should do, and right now! Go to the principal and explain the situation. Please do not go to the other child's parents/caregivers. The staff at schools are now being trained in how to handle bullies, because it has become a huge issue within schools everywhere. I urge you to either make the call, or go in person, and if you are not satisfied with the results, go to the next level, which will probably be the school district itself.

You made a good call, in my opinion.
I think you should tell the teacher regardless. You have to show your child the proper way to deal with threats.
And I suggest you enroll your child in a self-defence class. As a martial arts practitioner myself, I'm not advocating violence towards the bully. I'm just saying it will give your child self-confidence, self-discipline and the ability to defend himself in case said bully tries to "poke him in the head".

I would beat that kids @$$!!!!! But no seriously, I would talk to the teachers and ask them to keep an eye on the two boys in case the "bullie" tries to "start" something.

I hate to say this, but sometimes with knuckle-draggers like this kid the best thing to do is find an older kid to knock his butt in the dirt.
Talking just won't fix it.

Tell principal and school police officer. If it continues tell kid to soak Hershey kisses in vinegar overnight give to kid and watch his face when he eats the candy.

I would set up a meeting with his teacher and parents and make sure this gets resolved dont settle for anything less.
