you need a domain (if you want your own .com address)...you have to pay for that
you need a web host to store your webpage files...there are some free hosts like geocities, etc but you won't be able to have your own domain with those
and also you need a webpage designer or software if you're going to do it yourself...

I personally would build a website in Frontpage and upload it via FTP. Frontpage is a very very good website builder but sometimes can get very hard to get what you want! So I would download a website template and edit it. Editing is very easy in Frontpage!
I use AtSpace to host my website and upload my pages by FTP via the File Manager! It might sound very complicated me telling you, but if you explore Frontpage and Atspace it is easier!!
And best of all, All of this is ad-free and free itself!
Also, if you upload a template: Make sure you upload all of the files that come with the template (pictures, sounds, flash files, javascript, etc)
It may be confusing but you will get the best results this way!

You need to buy a domain name and set up a hosting account. You can do all that thorugh http://smallbusiness.yahoo.com
Then you need to create or hire some one to create the website for you and get it ready online.
