Why does he wear his underwear on the outside of his costume?

Why does he duck if you throw something at him? That's what I really want to know. Sure, he can bounce bullets off his chest, but throw the gun at him and he'll duck. WTF?

It's actually not underwear. It is a lead-reinforced garment, so that other supers can't use their x-ray vision to look a his private parts.
