Canada does not have a Carribean island.
However, there used to be an intercept station belonging to the Canadian Forces in Bermuda, but it was shut down years ago. Perhaps this is what is causing the confusion.

In the late sixties and early seventies when the small Carribean islands were being spun out of the British Empire, there was talk of them joining Canada or at least having some form of political association. The Trudeau government however was not interested and shut the idea down cold. Now if I remember right , there was another attempt made in the late nineties-2000+ at forming some sort of political union but the Chretien government shut that down too. If I remember right it was St. Lucia that time.
Anyway, they've tried, but our Liberal leaders just don't seem to want them. At the very least though we have some shared institutions through the Commonwealth (ie The Mint)

The Federation of the West Indies is the answer. But, its no longer true. They no longer have a relationship with the Canadian govt. It ended in 1962
