Eric Meyer put together an example of a pure CSS menu at http://meyerweb.com/eric/css/edge/menus/demo.html .

CSS menus are limited and pose a number of usability problems, and most irritatingly, doesn't work well in Internet Explorer 6 and older. so perhaps, as an enhancement to pure CSS menus consider the Suckerfish menus.

Suckerfish is a useful tool because it uses pure CSS as the basic menu system, and then uses JavaScript to work around the problems in Internet Explorer.
