In cold weather your bladder actually shrinks up to 1/3 its normal size. Sounds crazy, but its true. This decrease in capacity means you have less room to store fluids. Therefore you have to relieve yourself more often. Check under Web MD

In the hot or warm weather we loose a lot of moisture through the skin, either noticeable sweating or the loss of moisture without our noticing it. We're loosing moisture all the time even though we don't notice it.
When cold weather comes much of this moisture loss through the skin is slowed down. Liquids in the body have to be eliminated, so there's your answer.

Contrary to Lek, "we" need to pee often because we don't sweat as much (when its cold u need to conserve body heat and the water in ur sweat evaporates using body heat so..) so ure ADH (anti diuretic hormone) works to increase ur urine output so the excess water is ridden of. Remember there are only 4 ways we lose water primarily (not counting slaiva and tears, etc.) : via urine, faeces, sweat and through your breath. Also cold weather may be dry so your breath may have more water vapour in it being lost.
