Are you overweight or do you smoke? I'm on Paxil too and when I get short of breath it's because I need to lose weight. Paxil always has made me eat too much.

After a physician rules out any problems that could be causing shortness of breath and all your left with is anxiety, then you can start working on management of your anxiety through therapy, medication, or biofeedback training.

if the paxil is making it worse talk to the doctor who prescribed it and see if he/she can make any changes.
Some people are bradycardiac by nature-HR below 60 and they are ok., but if your Hr used to be different than these before you were on the paxil let you md know.
Try taking deep breaths in and out,breathe into a paper bag too.

I also just started getting them I thought i was dying when i had my first one after a traumatic fall. Yes this is normal. Talk to your doctor about switching you to a different medicine. It is possible that the medicine youre on now is making it worse. I always rely on my paper bag to help me with my breathing.
