MOST houseing Authorities allow you to go out and find a home big enough for your needs. Not every home is Government approved, but some landlords will put their rentals up to code as long as they are getting a monthly govenrment check. ( it's security for the landlord).

If you see any empty homes in your area, so searching to see who owns them, and ASK if they'd be willing to rent it.

IF not, maybe try moving to the next biggest town which can house you and the kids properly.

For now, try bunk beds. You need 3 sets of them. Advertise and ask for them.

KEEP on your housing Authority. Get social services to get on the houseings case. We're in America.........aren't we suppose to be helped?
