I assume you are referring to the Windows Taskbar. You can return it to it's normal location by dragging it.
Place the mouse pointer on any unused area on the task bar and hold down the left mouse button. While holding the left-mouse button down use a dragging motion towards the bottom of your screen. You will know if it is working, because it will display some vague lines across the botton to show you where the taskbar will dock. When you see the lines across the bottom of the screen, release mouse button. Good luck and I hope this information was helpful.

You should be able to move the start toolbar back down to the bottom by dragging it:
Push down the left mouse button on the bar in an empty space somewhere and while holding down the button drag the mouse towards the bottom of the screen. The toolbar should move there.
Note: You can make it so that it's harder to accidentally move the toolbar. Right-click on the toolbar and select "Lock the taskbar".

try to click on it and then drag it back to the bottom of the screen...
This happens pretty often.... in the future be careful not to click the mouse button when you're rolling the mouse around the screen....

Left click on the taskbar and hold, then drag to bottom of screen and release. If you want the taskbar to stay there, right click the taskbar ,then select lock taskbar. Good luck!

try "dragging"
get the mouse cursor closer to the taskbar (where the clock is)...hold down the mouse's left button and drag it to the bottom of the screen

mine did that a few weeks ago too......I ended up just going back a few days and recovering it 'cause I couldn't make the darn thing move...
