I do not know about singapore, but The Rape Crisis Center in the US has a live web hotline. The address is www.rapecrisiscenter.com They provide free help online. This may be a good place to start. Perhaps they can give you a referral. Good luck.

I think you should report this to the police and let them handled it for you and they have the expertise to talk to the victim. Alternatively, you can try AWARE organistion. I believe they have the expertise to help the victim too
