Not really

If the outflow tracts are blocked then the liver tends to swell up.

I have never heard of anyone having their liver go "Pop!" from too much blood.

What CAN happen is that if the heart is not pumping well, the pumping chamber might not be able to receive blood from the liver (and the rest of the body) so well, and so the liver swells up and other liver diseases can ensue. This condition is called Right Heart Failure

a particular amount comes in and goes out every minute, other things can be a traumatic hematoma, or congenital hemangioma that don't flow in and out, hematoma resolves and hamangioma sits there and does nothing, hope this answers your question, good luck
