A lot of people use Dreamweaver. Personally, I use Frontpage. It's probably not as good as other programs, but I "grew up" on it.

You could use free open source apps such as Nvu (which is good) to build static pages. Also consider a Content Management System such as Mamba.
To save backtracking, you need to sketch out the ideas for your site down on paper. List the pages, consider the navigation path, source files, etc and take it from there.

they are not simple to create a sites like youtoube.com,google.com.these sites were built by thousands of programmers from years.They use their own technology.
