Can your General Practitioner do it or it must be through an OB GYN?

A GP can do it, but usually comes through your OB-GYN.. a fertility specialist will also often times perscribe it.
If you do not want a perscription, you can also go online and get it from the UK... a lot of body builders use it and you can get it at almost any online store that sells steroids... and yes the quality of the Clomid is good... the steroids themselves are questionable at some places.

My GP sent me to a ob/gyn and the ob put me on clomid and monitored me as well.

If a GP feels comfortable, they can write a script for almost anything. A doctor is a doctor. But, it's best to talk to an OB and to have a plan to use the Chlomid. You shouldn't be on it for extended amounts of time. Not sure if your GP would know the intricacies of fertility drugs.

They will probably suggest you go to a fertility specialist and usually they only prescribe it after you have been activly trying for a year

your doc
you need to ask your GP if he can
He probably will not if he is not aware that you have a problem and in need of it
But if you are seeing an OBGYN
you should talk to him/her about
I was prescribe it by my GP but before she did she look at the file from my OBGYN and she did write the prescribsion because he is in the US and she is in France it is cheaper for me to purchase it in France than US
