How can my outfits be unique and in dress code?
My dress code:
Collared Shirts(Any color)
Any pants( Skirts below fingertip)
Jewelry and piercing(ears) allowed
I love bright colors and cartoon characters! A always wear a dogtag that says "Rabies Vaccinated"on it so...any ideas?

I would definitely take advantage of the fact that you can wear colors and jewelry! If you like cartoon style, see if you can applique some characters onto your collared shirts or onto your pants. Seek out bright colored, interesting textures in fabrics, etc.... Try getting some pants with cool patterns on it. Look for funky and fun earrings. What about hats? If you can wear hats, all the better. If not, do your hair in a fun style. Don't forget about shoes too. Shoes can totally make or break an outfit. I have picked out clothes based entirely around a fun pair of shoes. There's always a way to make your fashions unique, even within the set rules. Your dress code is better than mine was when I went to school, so have fun with it! :)

There are so many really beautiful, bright collared shirts out there, like at Express, so finding some bright and exciting collared shirts shouldn't be a problem. I think black pants and skirts look best with really bright shirts, and charcoal gray works really well too, so why don't you get like maybe two pairs of pants in black, two in gray, and then one black skirt and one gray skirt. As far as your love for cartoon characters goes, why don't you ask your supervisor what the policy is on wearing cool neckties (even for women) and then you can pair a cute one with cartoons on it with a collared shirt. Or a cute pin featuring one of your characters would look sort of cute fastened to your lapel. Or you can just do what I do and leave the cartoon characters off your clothes but keep a couple of figurines, dolls, whatever of them on your desk. Just don't forget to not let the dress code break your spirit, whatever you do.

since you can wear jewlery, jazz it up a bit with broaches and pins and stuff that are cartooned as well as being sparkly. add a little color with the shirts. fashion it up with hair style, and wear bracelets. even with your backpack...you can always add pins of cartoon and add color with lace and stuff. just play around with the idea without getting in trouble!

use accessories like belts, necklaces, earings, leggings, legwarmers, even shoelaces. also you can wear buttons. are there any rules against whats on your sweater? also shoes can help.

just wear accesorries and it'll help your out fit..try adding a big belt, or big necklaces or earings...onstead of just a shrit and skirt/pants...be unique and just try different stuff out
