Yes, it's available to the general public.

To flash your ECM, you can go to a dealer or good shop that has the equipment. If you want to do it yourself, the software is available from Standard Motor Products, Cardone Industries, and others. You can do it with a PC if you have the right accessories.

You might also consider a drop in chip that is already tuned.
